Immigration officials and police were called to a hand car wash in the car park of a supermarket.
Her Majesty's Revenue and Customs (HMRC) and Essex Police attended the business, in the car park of Asda, in Turner Rise, Colchester, on Wednesday afternoon as part of a joint operation investigating the welfare of workers.
HMRC confirmed enquiries are ongoing with agencies based in the Colchester area.
A spokesman for Essex Police said: "We visited car washes at Asda in Turner Rise Retail Park, Turner Road, Colchester, and Tesco in The Hythe, Colchester, on Wednesday, December 12, to check on the welfare of workers and safeguard any potential victims of modern slavery.
"We attended with representatives from the HMRC and immigration officials.
"No policing issues have currently been identified."
