Braintree is facing a long term “skills deficit” as the number of qualified people falls far below national standards.
The district was ranked 356 out of 407 districts, placing it in the bottom 20% for academic and vocational skills and qualifications.
It was ranked ninth out of the 14 districts in Essex and faired worse than areas such as Harlow, Southend and Maldon.
Nigel Harley, Braintree Council’s cabinet member for enterprise and culture, said: “We do consider this to be one of the biggest challenges in the district.
