SOUTHEND United chairman Ron Martin insists Blues’ next manager will be free to bolster the squad.
A winding up petition from HMRC has been adjourned until September 16 and the club have planned their affairs to discharge the debt before that date.
Martin confirmed that would not stop the club making signings this summer.
"The petition itself doesn't stop the club signing players,” said Martin.
“The debt will be discharged so as not to add any disruption to our season.

“When the club settles on a manager the recruitment of four to five experienced players will be his primary focus.”
Martin added he had now received more than 60 applications for the manager’s job but was firmly focused on guiding Blues through an extremely tough period.
“The whole industry and clubs cash flow , or lack of, in the lower Leagues is in disarray,” said Martin.
“However the club's progress will be maintained while we continue to manage the business through this period.”
