(LUCY ROAD & WESTERN ESPLANADE SOUTHEND-ON-SEA) (TEMPORARY SUSPENSION OF ONE-WAY TRAFFIC FLOW & TO TEMPORARILY INTRODUCE A 20MPH SPEED LIMIT ORDER) ORDER 2018 ROAD TRAFFIC REGULATION ACT 1984 – SECTION 14(1)
Notice is hereby given that the Southend-on-Sea Borough Council has made the above Order
under Section 14(1) of the Road Traffic Regulation Act 1984.
Effect of the order To temporarily suspend the one-way traffic flow in Lucy Road and to introduce
a 20 MPH speed limit on Western Esplanade as detailed below
Temporarily suspend the One Way Street Order on Lucy Road from its junction with
Seaway to its junction with Herbert Grove thereby introducing Two-Way traffic flow;
No person shall cause or permit any vehicle, except a vehicle belonging to the emergency
services, to travel at a speed in excess of 20 MPH along the section of Western Esplanade
from a point 100.5 metres west of the western flank wall of the Pier Arches to the
eastern flank wall of Gentings Casino. The existing 30 MPH Order is temporarily revoked
during this period.
The Order will come into effect on 2nd April 2018 from 07.00 hours to 20.00 hours or where
appropriate signs are showing and weather permitting.
The restrictions are required for the safety of the public.
The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic
signs prescribed by the TRAFFIC SIGNS REGULATIONS AND GENERAL DIRECTIONS 2016
Any vehicle waiting in contravention of any restriction/prohibition imposed by this Notice may be
issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management
