NOTICE IS HEREBY GIVEN that Highways England Company Limited (a) has made an Order on the A12 Trunk Road in Essex to allow for testing and structural repair works to Ewell Hall Chase footbridge, Kelvedon, including the removal and transportation of the bridge to a nearby lay-by, and monitoring works to Bury Lane and Station Road footbridges, Hatfield Peverel and Coleman's Bridge, Witham to be earned out in safely. The works are expected to last for approximately 4 months (8pm-6am), with some full weekend closures (10pm Saturday to 4am Monday), starting on, or after, Tuesday 3 January 2017. The effect of the Order on the A12 will be to -
1. impose, for 24 hours daily, a speed limit of 50 miles per hour -
1.1 in conjunction with narrow lanes, on the northbound carriageway between points 2735 metres and 1135 metres south of the centre of the A120 J25 Marks Tey overbridge, and
1.2 to slow traffic down prior to the closure at 2.2 below,
? on the northbound carriageway from 260 metres south of the B1389 Hatfield Road Road overbridge to the exit slip road to the B1024 at Junction 23 Kelvedon South Interchange, and
? on the southbound carriageway from 840 metres south of Marks Tey overbridge to the exit slip road to the B1024 at Junction 24 Kelvedon North Interchange, and
2. close, alternately,
2.1 during the advance testing and lifting of the Ewell Hall Chase bridge, and the monitoring of Bury Lane and Station Road bridges, the -
? northbound carriageway between J20A Hatfield Peverel South Interchange and J24 Kelvedon North Interchange, and
? southbound carriageway between J24 Kelvedon North Interchange and J19 Boreham Interchange,
2.2 during transportation of Ewell Hall Chase bridge, the northbound carriageway from J24 Kelvedon North Interchange to J25 Marks Tey Interchange (including the northbound entry slip road at J24), and
2.3 during the Coleman's Bridge survey, the northbound and southbound carriageways between J21 Coleman's (Witham South) Interchange and Junction 22 Coleman's (Witham North) Interchange (including the southbound entry slip road at J22), diverting traffic through Witham via the B1389.
Traffic travelling northbound during closures described at 2.1 and 2.2 above will be diverted off the A120 at J19 Boreham Interchange then via the A130, A131 and A120 to re-join the A12 at J25 Marks Tey, vice versa for southbound traffic. Bridge users will be diverted onto Ewell Hall Chase, Maldon Road, Highfields Lane and Windmill Hill.
During the closures all lay-bys adjacent to the lengths of A12 described at 2 above (including the bus stop lay-bys on the northbound entry slip road at J24 Kelvedon North Interchange and adjacent to the northbound carriageway situated 1030 metres south of J25 Marks Tey) will remain closed for 24 hours daily for the duration of the works. Access to properties and businesses will be maintained for the duration of the works and vehicles requiring access will be escorted safely through the works. The temporary mandatory speed limit (which will not apply to emergency service or special forces vehicles), closures (which will not apply to emergency service, traffic officer, winter maintenance or works vehicles) and diversion routes will be clearly Indicated by traffic signs throughout the works.
The Order will come into force on 2 January 2017 and have a maximum duration of eighteen months.
