TEMPORARY 30 MPH SPEED LIMIT ORDER 2016 NOTICE UNDER SECTION 14 OF THE ROAD TRAFFIC REGULATION ACT 1984 WHEREAS the Borough Council of Southend-on-Sea (hereinafter referred to as the Council) is satisfied that traffic on the A127 should be regulated by reason of works in connection with the Kent Elms Junction Improvement Scheme.

WHEREAS the Borough Council of Southend-on-Sea (hereinafter referred to as the Council) is satisfied that traffic on the A127 should be regulated by reason of works in connection with the Kent Elms Junction Improvement Scheme.

NOW THEREFORE the Council, in exercise of its powers under Section 14 of the Road Traffic Regulation Act 1984, and of all other enabling powers, hereby gives notice that from 21st November 2016, it proposes to introduce a temporary speed limit order on the A127.

No person shall cause or permit any vehicle, except a vehicle belonging to the emergency services, to travel at a speed in excess of 30 MPH along the section of A127 Arterial Road and A127 Prince Avenue between the junctions of Hazelwood Grove and Dulverton Avenue. The existing 40 MPH is temporarily revoked during this period. The order shall remain in force for up to 18 months or the duration of the works, whichever is the earlier. It is anticipated that the works will be completed by 19th May 2017. The restrictions shall be regulated by signage on site.

The restrictions are required in the interests of road safety for both members of the public and workforce.

TEMPORARY ORDER 2016

Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991

NOTICE IS HEREBY GIVEN that the Southend-on-Sea Borough Council (hereinafter referred as "the Council") acting as the local traffic authority and in exercise of its powers under Section 14 of the Road Traffic Regulation Act 1984 as amended by the Road Traffic (Temporary Restrictions) Act 1991, and of all other enabling powers, intends in not less than seven days from the date of this Notice, to make an Order which will temporarily prohibit any person, except upon the direction of or with the permission of a police constable or civil enforcement officer in uniform, to cause any vehicle, with the exception of a vehicle belonging to the emergency services, the RNLI or Coastguard, or statutory undertakers, the Council or its contractors in connection with the execution of The Kent Elms Junction Improvement Scheme to: Enter the A127 Arterial Road from its junction with Bellhouse Road to its junction with the A1015 Rayleigh Road

Enter the A127 Prince Avenue and A127 Prince Avenue North from its junction with A1015 Rayleigh Road to its junction with Nestuda Way (Tesco's Roundabout) Enter A127 Prince Avenue North, A127 Prince Avenue from its junction with Nestuda Way (Tesco's Roundabout) to its junction with Bridgwater Drive Enter A1158 Prince Avenue from its junction with Southbourne Grove to its junction with A127 Prince Avenue

Enter A127 Arterial Road from its junction with Bridgwater Drive to its junction with Eastwood Road North

Enter Bridgwater Drive between the Kent Elms junction and its junction with Hurst Way

Enter A1015 Rayleigh Road between the Kent Elms junction and its junction with Snakes Lane

No Left and Right Turn into A1015 Rayleigh Road from the A127 Arterial Road and A127 Prince Avenue

No Left or Right Turn into Bridgwater Drive from the A127 Arterial Road and A127 Prince Avenue

The temporary prohibitions imposed by the Order will come into effect from 21st November 2016. This Order shall remain in force for up to 18 months or the duration of the works, whichever is the earlier. It is anticipated that the works will be complete by 19th May 2017. The works will be done in phases during this period and will be signed in advance of the closures and bans taking place. No works will take place between 21st December 2016 and 9th January 2017 and on the Bank Holiday's in 2017 for Easter and May Day. A diversionary route for the banned movements will be in operation whilst the works take place and resident's access will be maintained where possible. The restrictions are required in the interests of road safety for both members of the public and the workforce.
