(QUEENSWAY UNDERPASS SOUTHEND-ON-SEA) (TEMPORARY PROHIBITION OF ENTRY & TEMPORARY PROHIBITION OF RIGHT TURN MOVEMENT) ORDER 2021 (TTO2013)
Notice is hereby given that the Southend-on-Sea Borough Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984. The effect of the order is to:-
1. introduce a temporarily overnight lane closure to the south-eastern lane of the Queensway Underpass between 8pm and 4am Monday to Friday to facilitate drainage works; and
2. to temporarily prohibit the right turn movement from Queensway into Whitegate Road (access for car park).
The Order will come into effect on 27th September 2021 and may continue in force for 18 months or until the works have been completed, whichever is the earlier and is required for the safely of the public and workforce whilst CCTV investigation works of the drainage system underground is carried out on the southbound section of the underpass. The overnight closure will not apply on 6th-7th October 2021. Diversion routes will be signed directing traffic to use the slip road to Porters Grange roundabout re-joining Queensway at the southern end of the underpass. Access for southbound vehicles on Queensway to Whitegate Road car park will be directed to use the Seaway Roundabout and return northbound on Queensway to the junction of Whitegate Road. Northbound traffic on Queensway will not be affected by the closure. The prohibitions or suspensions will apply only during such time and to such extent as indicated by traffic signs prescribed by the Traffic Signs Regulations and General Directions 2016. Any vehicle waiting in contravention of any prohibition/ suspension imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
