(TEMPORARY PROHIBITION OF VEHICLES) (VARIOUS PEDESTRIAN CROSSING SCHEMES) ORDER 2021-TTO2002
Notice Is hereby given
that the Southend-on-Sea Borough Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984
1. The Council will be introducing various pedestrian crossing facilities within the Borough, and it is anticipated that these works will be completed between 27th September 2021 and 22nd November 2021.
2. The proposed works are listed in Table 1 to this notice and will be carried out in various phases designed to minimise disruption whilst enabling the schemes to be completed in safety.
3. Further details regarding the impact of the scheme and the actual traffic management controls being applied will be included in notifications in advance of each phase, to residents and businesses as required, not forming part of this Order.
4. The effect of the order will be to prohibit any vehicle from proceeding along the roads included in Table 1 to this notice. Diversions will be signed as specified in Column 3 to Table 1

Chalkwell Esplanade between Leas Gardens and Crowstone Avenue, and Chalkwell Avenue between Chalkwell Esplanade and Second Avenue
First Avenue/Crowstone Avenue, and vice-versa
Between Carlingford Drive and Mayfield Avenue
Prittlewell Chase/Fairfax Drive/Victoria Avenue/Prince Avenue, and vice-versa.
Rayleigh Road o/s Academy
Between Four Sisters Way and Brooklands Avenue
Rayleigh Road from Brooklands Avenue/ White House Road/Snakes Lane/Rayleigh Road to Four Sisters Way, and vice-versa
Rayleigh Road j/w Whitehouse r/about
Between White House Road and Willow Close
White House Road/Snakes Lane/Rayleigh Road to Willow Close, and vice-versa
Between Beach Avenue and The Crossways
Grand Parade/Grand Drive/Broadway/ Leigh Road/King's Road/Chalkwell Avenue/The Ridgway as far as Crossways, and vice-versa.
Between York Road and Windermere Road
Windermere Road (one-way)/Chase Road/Ambleside Drive/Park Lane/York Road and vice-versa using Southchurch Road westbound.
Between Rayleigh Road and Kent Elms Close
Rayleigh Road/White House Road/ Snakes Lane to Kent Elms Close, and vice-versa
Between Pembury Road and a point 25m east of Palmerston Road
Station Road/Shorefield Road/Chalkwell Esplanade/Chalkwell Avenue/First Avenue/Crowstone Avenue/station Road as far as Pembury Road, and vice-versa.
Thorpe Hall Avenue
Between Southchurch Boulevard and Broadclyst Gardens
Thorpe Hall Avenue/Woodgrange Drive/ Lifstan Way/Southchurch Boulevard
The Order will come into effect on 27th September 2021 and may continue in force for 18 months or until the works have been completed, whichever is the earlier.
Access for emergency vehicles, residents and pedestrians will be always maintained during the closure. The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the TRAFFIC SIGNS REGULATIONS AND GENERAL DIRECTIONS 2016.
Any vehicle waiting in contravention of any restriction/prohibition imposed by this Notice may be issued with a Penalty Charge Notice and removed under the provisions of the Traffic Management Act 2004.
