ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1)(a) AND 5(b) THE A120 TRUNK ROAD (DUNMOW SOUTH INTERCHANGE, GREAT DUNMOW TO COGGESHALL, BRAINTREE, ESSEX) (TEMPORARY RESTRICTION AND PROHIBITION OF TRAFFIC) ORDER 201_
NOTICE IS HEREBY GIVEN that Highways England Company Limited(a) intends to make an Order on the A120 Trunk Road in Essex to enable carriageway resurfacing, and joint and waterproofing works to Queensborough bridge, to be carried out in safety. General routine maintenance activities would be carried out at the same time as these works.
The works are expected to take place over 3 months, in 2 phases, starting on or after Friday 13 September 2019. All closures, except for laybys, would be in operation overnight 8pm to 6am. Temporary mandatory speed limits would be in operation for 24 hours a day, in conjunction with lane closures and layby closures. The closures and speed limits would be limited to the following sections of the A120 during each of the 2 phases - 1. Dunmow South Interchange to Panners Interchange (Westbound only) 2. Panners Interchange to Coggeshall. The effect of the Order on the A120 would be to -
1. impose a speed limit of -

1.1 50 miles per hour on the -

- eastbound carriageway from the exit slip road to the B1008 Dunmow South Interchange to the entry slip road from the A131 Coggeshall Road Roundabout,

- westbound carriageway from its junction with the A131 Coggeshall Road Roundabout to the exit slip road to the A131 Panners Interchange,

- westbound carriageway from a point 700 metres west of the entry slip road form the A131 Panners Interchange to the entry slip road from the B1008 Dunmow South Interchange,

- the full extent of the roundabout at the B1008 Dunmow South Interchange,

- eastbound entry slip road from, and westbound exit slip road to, the B1008 Dunmow South Interchange,

- westbound exit slip road to, and the eastbound entry slip road from, the B1417 Dunmow,

- eastbound entry slip road from, and westbound exit slip road to, London Road, Black Notley, and

- eastbound and westbound entry slip roads from, and exit slip roads to, the A131 Panners Interchange;

1.2 40 miles per hour on the westbound carriageway from the exit slip road to the A131 Panners Interchange to a point 700 metres west of the entry slip road from that interchange; and

2. close -

2.1 the eastbound and westbound alternately, between the eastbound exit slip road to, and westbound entry slip road from, the B1008 Dunmow South Interchange and the A131 Coggeshall Road Roundabout,

2.2 the slip roads and the roundabout described at 1.1 above, and

2.3 the gaps in the central reservation of, and the lay-bys adjacent to, the lengths of carriageway described at 2.1.

Access to or from the A120 from various side roads would be restricted at times and local diversions would be in place. Access to properties fronting the A120 would be maintained at all times during the works.
Diversions
Phase 1 closures - westbound traffic would be diverted at the A131 Panners Interchange to join the A131 southbound to the B1008 Braintree Road Roundabout, here to take the B1008 Essex Regiment Way to re-join the A120 at the B1008 Dunmow South Interchange. Phase 2 closures - eastbound traffic would be diverted at the A131 Panners Interchange to join the A131 southbound, then A130 southbound to J19 of the A12 where they would take the A12 eastbound to re-join the A120 at J25 of the A12 Marks Tey Interchange; and vice versa for westbound traffic.
The temporary mandatory speed limits (which would not apply to emergency service or special forces vehicles), and closures (which would not apply to emergency service, traffic officer, works or winter maintenance vehicles) and diversion routes would be clearly indicated by traffic signs.
The Order would come into force on 9 September 2019 and may continue in force until the works detailed above have been completed, or for a maximum duration of eighteen months, whichever is the earlier.
