(HAMSTEL ROAD, TRINITY AVENUE, STORNOWAY ROAD, PHILPOTT AVENUE, EASTCOTE GROVE & ARCHER AVENUE SOUTHEND-ON-SEA) (TEMPORARY PROHIBITION OF TRAFFIC, STOPPING, WAITING, LOADING & UNLOADING) ORDER 2019 ROAD TRAFFIC REGULATION ACT 1984 - SECTION 14(1) Notice is hereby given that the Southend-on-Sea Borough Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

that the Southend-on-Sea Borough Council intends, not less than seven days from the date of this notice, to make the above Order under Section 14(1) of the Road Traffic Regulation Act 1984.

The Effect of the order will be to prohibit any vehicle from;-

1 Proceeding on Hamstel Road between the junctions of Philpott Avenue & Trinity Road



2 Entering & exiting on Poynings Avenue at the junction with Hamstel Road



3 Entering & exiting on Trinity Road at the junction with Hamstel Road



4 Entering & exiting on Stornoway Road at the junction with Hamstel Road



5 Entering South Avenue at the junction with Hamstel Road



6 Entering North Avenue at the junction with Hamstel Road



7 Exiting Central Avenue at the junction with Hamstel Road



8 Entering & exiting Philpott Avenue at the junction with Hamstel Road



9 Proceeding southbound on Hamstel Road from its junction with Cokefield Avenue &



Cumberland Avenue

10.Entering & exiting Eastcote Grove at the junction with Hamstel Road

11. Entering & exiting Archer Avenue at the junction with Hamstel Road The Order will also;



12. Stopping, waiting, loading & unloading on Hamstel Road from outside No56 to the junction with Trinity Avenue



13. Stopping, waiting, load ing & unload ing on Hamstel Road from outs ide No179 to the junction with Crossfield Road



14. Stopping, waiting, loading & unloading on Hamstel Road from outside No212 to junction with Newington Avenue.



The works is scheduled to commence in phases from 29th July 2019 till 18th October 2019 or where appropriate signs are showing and weather permitting. The alternative route will be;

1. Hamstel Road Closure (Diversion 1) Trinity Avenue, Lonsdale Road, Durham Road, Hamstel Road, (Diversion 2) North Avenue, Lonsdale Road, Trinity Road (Diversion 3) Castleton Road, Vaughan

Avenue, Hamstel Road.

2.Stornoway Road & Trinity Road Closure (Diversion 1) Lonsdale Road, Durham Road, Hamste Road, (Diversion 2) Hamstel Road, North Avenue, Lonsdale Road, (Diversion 3) Beaufort Street, Glenmore Street, Hamstel Road.

3. Philpott Avenue closure;-Hamstel Road, Newington Avenue, Whittingham Avenue and vice versa



4. Eastcote Grove closure;- Eastcote Grove, Lonsdale Road, Cumberland Avenue 5.Hamstel Road (Directional Closure) Hamstel Road, Eastern Avenue roundabout, Royal Artillery



Way, Southchurch Boulevard, Hamstel Road

6.Archer Avenue;-Archer Avenue, Canterbury Avenue & Newington Avenue

The Order will come into effect on 29th July 2019 and may continue in force for 18 months or unti

the works have been completed, whichever is the earlier.

The closure is required for the safety of the public and workforce whilst gas main replacement works

take place.

Access for emergency vehicles, residents and pedestrians will be maintained at all times during the closure.

The prohibitions or restrictions will apply only during such time and to such extent as indicated by traffic signs prescribed by the TRAFFIC SIGNS REGULATIONS AND GENERAL DIRECTIONS 2016
