Colchester: Crackdown on shops' litter

A TOUGH new crackdown will see shops in Colchester facing legal action if they do not take responsibility for litter outside their premises.

Colchester Council plans to issue offending businesses in the town centre with street litter control notices and it is even considering introducing a blanket litter control notice.

This would mean any shops and businesses in the area covered by the blanket control notice could face legal action and a fine, portfolio holder for street and waste services Tim Young told a meeting of the full council.

Mr Young (Lab, St Andrews) revealed the plans after being questioned over who is responsible for cleaning up the street and if any of the food outlets and shops contribute financially to this.

Michael Lilley (Lab, East Donyland) said he had witnessed the vast amount of rubbish and food thrown on to the pavements in the High Street after spending an evening with the Licensing Enforcement team.

Mr Young said the council was responsible for cleaning up but it did not start until 4am and the shops do not make any contribution to this.

Thank God, about time. But if the Council hadn't given whole streets in the town centre over to grease outlets, there wouldn't be half-eaten kebabs and polystyrene boxes all over the surrounding streets.. But at least they're belatedly trying to put things right.

What about the Council's own bin man leaving litter and rubbish on the streets every where they go!!!!!!!!

whilst i can understand this, and agree that the outside of shops etc should be clean, it has to be done correctly.
I saty this because a store I used to work in was often told by customers we should be cleaning the street outsid (despite hardly any of the mess coming from our store) the manager would often send out checkout or shopfloor staff to deal with this and on one ocasion asked me and another member of staff to clear it including a disgusting overflowing bin (no gloves etc would have been provided)
I'm afraid when you are employed by a store part of your job is NOT to clean up other peoples mess outside!
Try fining the people who cause the bloomin mess!

The biggest mess is the financial mess at Colchester Town Hall where Labour Councillors Tim Young and Michael Lilley plus their fellow Labour colleagues,the Lib Dems and the Conservatives are deperately trying to hush up the financial c*ck-ups at the money lost in the Icelandic Bank, the money wasted on the VAF, the bailout of Colchester Borough Homes and the problems building up elsewhere around the town.

Every single councillor, Labour, Lib-Dem, Tory and the Highwoods Group should resign. They are not up to the job.

... And I hope they start with Sainsbury's in the town centre. Was there an hour ago: front totally strewn with rubbish. It occurs to me that the litter problem is so bad also because the bins provided are simply too small. I noticed as I walked around that they are all absolutely crammed, but still overflowing..

There he goes again, the angriest little man in the world. Mr Guyfawkes999. Any discussion, any topic..from schools to litter, traffic to cameras or whatever.. it is always the coucil's fault and people in authority. Change the record. The council is not perfect but I would so love for you to become the alternative. You'd last two minutes beacuse 2008 has no place for your intolerance, lack of respect for people and your distorted view of the world. Please bite so I can laugh out loud again.

For Tim Young to say that the shops do not make any contribution to the cleaning up is utter rubbish (no pun intended). Of course they do. Through their business rates and council tax they pay for street cleaning services. It wasn't long ago town centre shops and businesses turned down the councils BID proposal, part of which was to provide, at extra cost, better street cleaning services. It seems they now want to get their extra money from fines. A few weeks ago Mr.Young was quite happy to tell us how he was going to come down hard on litterers when naming and shaming a single woman who dropped a cigarette butt in the town. Maybe he'd like to get his street care officers to come down just as hard on the gangs of youths who drop their litter in the town centre in the early hours? Surey it won't be that hard to demand their names and addresses and take their photo's? In fact if you want to be seen to be coming down so hard Mr.Young, can i suggest you go out with the first patrol.

Is it fair the shops don't make the mess, it’s the customers. So how about a local sales tax to cover clear up costs? The Clacton bin - men also leave rubbish behind especially the Re-cycling Gang

Seco2, how is it Sainsburys Fault that there is litter outside the store? surely its the scumbags that have no respect for themselves or the town and chuck their c#ap on the floor, these people seem to think that the council is solely ther to clear up after them. wrong! if less manpower and money was spent on street cleaning then more money would be available to finish of the Vaf!!!

I'm sorry but this is not sainsburys problem, I hate the store, i used to work there lol but trust me the staff are under enough preasure to do all sorts of things without adding cleaning the streets to it!!
Its simple, we need more bins and people who drop litter need to stop it!!!
Would u like it if u were fined for someone dumping rubbish outside your house?
