This is nothing new surely? Social Services have employed Home Care to do this same work since the late 80s. Prior to that the service was called Home Helps when staff were allowed to do housework too. Housework became a no no at the same time as job titles changed.
What IS needed is more TIME for the staff to really CARE for the clients, instead of someone wielding a clipboard, to pop in and out again as is the norm these days.
I know. as we needed help with my late Mother towards the end of her life.
