An outstanding primary school could double in size if a proposal goes ahead. Essex County Council is proposing to expand Elm Hall Primary School, in Conrad Road, Witham, by September 2013. The council has made provisions of £1m in its five-year draft capital programme for the project. Figures suggest expansion is needed in order to meet the predicted number of reception places needed.
