More than 30 motorists were stopped in a road safety operation in Dunmow.
Officers handed out 28 fixed penalty fines to drivers who were not wearing their seatbelts and five received a fine and three points on their licence for driving while using a mobile phone.
Fifteen of the drivers were also shown a road safety video about the possible consequences of not wearing a seatbelt.
