High Street flats which have stood empty for almost 100 years could be converted into offices.

A planning application to change the use of the first and second floor of 59-61 High Street, Halstead, has been submitted on behalf of owner Chris Smith.

The ground floor of the Grade II listed building is rented by Baldwins Department Store.

But the floors above the shop have been empty since 1929.

The two floors have the potential for three office spaces each.

Restoration work has been undertaken over the years to keep the building safe and Mr Smith’s son Thomas says the main purpose of the application is to obtain permission to begin more repair work.

He said: “The main thing is getting the roof repaired because it’s falling down and getting the staircase sorted.

“I don’t know whether the office idea will go ahead but the main thing is to make it all safe again.”

Architects NWG design, which has drawn plans for the office space, will have to convince planners the alterations to the buildings will not impact upon its character.

A planning and design statement submitted with the plans reads: “It is felt the proposal to convert empty accommodation into office accommodation will improve the appearance of the historic building through the need to upgrade and refurbish the existing premises but also encourage a long term use of the building thus ensuring its maintenance and upkeep.

“In addition, the accommodation will promote commercial activity within the High Street area of Halstead and encourage the patronage of local shops and facilities by potential tenants.”

The High Street address was formerly Smiths & Sons Department Store which specialised in school uniforms.

The store closed in 2016 after spending 121 years on the High Street and was taken on by Kevin Baldwin who has followed in the footsteps of Frank Smith by selling uniforms for schools and guide groups in the Halstead area.

Braintree Council will decide on the application.
