A Grade II listed building could be converted into flats, according to plans submitted to Braintree Council.
Three storey Rayne House, in The Street, Rayne, is currently used as office space.
The plans submitted by Douglas Emson say alterations to internal partitions could create eight one-bedroom apartments and one two-bedroom flat.
There would be a total of 24 parking spaces and nine spaces for bicycles.
