Care home staff are calling for action to resolve 20 years of flooding problems.
Anglian Water had recently repaired a drain under Avenue Road, Witham, following continued complaints from businesses and residents.
But recent heavy rain has led to further surface water failing to drain away.
Staff at Churchfields, which cares for people with learning disabilities, find it difficult to help residents get out for the day when the road floods, most recently on October 8 and 13.
Kylie Greatorex, a service operations manager at Mencap, which runs the home, said: “The road outside Churchfields does flood after heavy showers.
“This does affect the front of the property and can make it difficult for some of the people we support such as those with limited mobility or those who use wheelchairs."
