Roadworks have been halted in Witham after angry drivers questioned why different schemes had been scheduled for the same time.
Essex Highways has been carrying out works along the length of The Avenue, while developer Taylor Wimpey has had contractors working at the junction of Hatfield Road and Spinks Lane.
UK Power Networks has also carried out emergency works in Maltings Lane.
As a result, frustrated motorists have complained about huge congestion and long delays in recent weeks.
The complaints have led to Essex Highways abandoning its works until the others finish.
An Essex County Council spokesman said: “To help ease the congestion caused by the multiple roadworks in Witham, we have made the decision to suspend the footway works in The Avenue.
“As soon as the Maltings Lane traffic signal upgrade works at the crossroads of Hatfield Road and Spinks Lane are completed, we will re-programme The Avenue works to complete the south-western side footway reconstruction.”
