Town councillors are refusing to support plans for 135 new homes until assurances are given about promised community buildings.
Developer Taylor Wimpey has applied for permission to build on land south of Maltings Lane, Witham.
But existing residents on the Maltings Lane estate believe new shops, a nursery and a community centre should be created before any more homes are built.
As part of the masterplan for the estate, developers have pledged funds, known as section 106 money, which will go towards community facilities.
