A former mayor who sought a referendum on how a town is governed has written a discussion paper to encourage views.
Tom Hewitt of Allectus Way, Witham, was town mayor from 1999 to 2000 and at the town's annual parish assembly last month he asked whether residents agreed that Witham should continue to be governed as part of the Braintree district.
Mr Hewitt was unsuccessful in gaining a poll on the issue but he has not let it stop there.
He added: "We have written a discussion paper that is intended as a non party-political initiative at consensus-building."
The paper is entitled 'Your Town, Your Life, Your Future: A Manifesto for Witham?'.
Mr Hewitt said: "It is not yet a prescription for change, but an invitation to people, groups, businesses etc to become more active within the community with a view to cooperating for the benefit of Witham."
